As machines have been accessed and moved, the number of them properly
hooked up to the current PS/2 KVM switch has declined - let's fix that
up! One part is catering to new machines without PS/2 or VGA; and seeing
if we can access them remotely.

The confirmation didn't come together until late, so it ended up being
another Constitution Section 24.5 "emergency" financial agreement, to be
ratified at the next committee meeting:

UCC is getting one kit and one cable from the following order; I'm
getting the rest. Shipping is the same as a single item would be; GST is
added on top.

The billing address should have been different; but after a form reload
it ended up the same, but it seems to have worked. The email address
probably should not have been different? now we have two "accounts" with
the same password in: `uccpass UCC/external/crowdsupply.com`

The emails can be forwarded, but receiving the email means the account
passwords can be reset. Looks like we missed seeing the Glasgow updates!
but they're not excessively spammy.
