[tech] Purge docker from motsugo?

docker's been hanging around on motsugo since before we had Proxmox,
and been mostly idle. (and more recently, broken?)

motsugo# docker ps
Cannot connect to the Docker daemon at unix:///var/run/docker.sock. Is
the docker daemon running?

It shows up as one of the (several!) things failing and holding up motsugo
at boot time on the console (and `systemd-analyze blame`), and is one
of the reasons we have a more than the ideal number of upgrade-risking
extra repos ( /etc/apt/sources.list.d/docker.list ) even though any actual
functionality we could use is almost certainly in Debian main by now.

Anything here worth keeping?

cockpit, maybe? but I suspect it may be better to use/repair/enhance
netdata and prometheus/grafana.
