[tech] Coke is it, this is the way - webdispense fixed

Hi folks

Following a little bit of prompting from [BOB] on Monday night, I wish to announce that webdispense is now up and working again.   

As with all things broken at UCC, there were multiple problems and fixes that needed to be made:
* old secure.ucc.asn.au URL broken, moved to a new URL (see below)
* the web user had to be added to the dispense database with the correct permissions
* the running code was different to what was in the old UCC git.ucc.asn.au repositories
* a dispense.ucc.asn.au virtualhost had to be created on mussel
* code was moved over to gitlab, and the running code is now a checkout of that
* README file was updated, but could do with some more attention
* uccvend-docs updated with new repository location
* other old dispense web like things removed from the mussel web config
