[tech] gitlab.ucc.asn.au Upgrade and Back online

Hi folks

Have upgraded gitlab.ucc.asn.au to

ii  gitlab-ce                        13.10.0-ce.0                 amd64        GitLab Community Edition (including NGINX, Postgres, Redis) 

This should pick up the recent security fixes; and is also an upgrade from 12 -> 13
