[tech] Technical Committee Handover

Hi wheel & others,

I've started the process of setting up the new committee accounts. So 
far, I've:

  * Given out new roles on Discord
  * Added appropriate permissions in AD and on Dispense
  * Swapped over the committee mail aliases to their new owners, and
    created oldcommittee-2020
  * Changed the MOTD

I'm holding off removing outgoing committee from Discord and AD 
permissions just yet, because it'll probably be useful to help with a 
smooth handover process. I haven't touched uccpass yet either, because 
new committee members haven't had a chance to set that up either.

Also, I found and fixed a bug in the docs: running `newaliases` on 
mooneye isn't helpful any more, now it should be mailfish.

Is there anything else that needs doing?
