[tech] New fans for Mudkip & Magikarp

Hi all,

After a few weeks of downtime, Mudkip is now up and operational.

Thanks to the order from Dylan [333], I brought in 6 new compatible fans 
today. I installed 2 new fans along with the 2 good used fans in Mudkip, 
bringing it back to a full complement. After a quick startup and update, 
Mudkip has rejoined the VM cluster and is ready to accept VMs to run. 
There are as now 4 spare  fans compatible with both Mudkip and Magikarp 
in the machine room in case of further failures.

Mudkip's revival re-adds another 32 cores and ~128 GiB of RAM to the 
pool available to VMs.
