[tech] Webcam Malfunction

Machine_Room_SE seems to be working after a power cycle, but might be on 
the way out

Clubroom_SW is not powering on. The power supply appears to be good 
(tested with a multimeter), but the camera does not light up when 
plugged in directly.

I've looked around for spares, but it looks like all we have are the 
Kogan cameras (which I recall being quite dodgy?)

We should look into getting some new cameras to replace the broken one 
and add as spares.
