Hi Tim,
Regarding the charge threshold, I've tried this feature on my own
Thinkpad (T470s) and it seems to be the case that it will always stop at
1% below what value you set. There's also a handy set of scripts
packaged as tpacpi-bat (on Arch Linux at least) which provide
configuration files and startup scripts to help manage some of these
ACPI features.
I've also noted that even when the battery does reach the charge stop
threshold, it will still appear to be charging (in the OS, and according
to the lights on the laptop itself), however it will stay the same level
indefinitely and this behaviour is probably to be expected.
As for your other questions, I've not looked into those things and can't
provide much advice. Good luck!
