[tech] Cloudflare DNS access - 1.1.1.1 not ping-able

Hi! During last year's firewall upgrades, UCC reported that the widely
announced Cloudflare DNS service did not appear to be accessible from
within UWA - either due to firewall or existing router configuration.

The entire 1.0.0.0/8 address range used to be reserved "bogon" space;
however since November 2011 it has been against IETF recommendations
to block it or treat it specially. (In order to make it available for
general use, as there are no longer any unallocated IPv4 /8's)

The quick test is that 1.1.1.1 should be pingable (also DNS, HTTP, etc.),
this should be reproducible on any UWA machine:

$ ping 1.1.1.1
PING 1.1.1.1 (1.1.1.1) 56(84) bytes of data.
^C
--- 1.1.1.1 ping statistics ---
36 packets transmitted, 0 received, 100% packet loss, time 35645ms

Could this be (a) confirmed, and (b) fixed, please?
