[tech] Added [SOS] to Webmasters and Sprocket

Hi tech@,

Alex Sosin is a reliable member. He's responsible, and on committee. He is
competent and studying computer science. He needed webmaster to edit the
Cerberus display. I added him to sprocket too, he's trustworthy and this
saves someone else the hassle later.
