[tech] Proposed new clubroom machine

This is a replacement for Cockgrunter, though there is spare desk space in the corner under the noticeboard if we want to keep that too.
Cockgrunter currently is a ~7 years old LGA 775 board with a Core 2 Quad Q9300 and an 8800GT.
