[tech] proposed purchase of presenter and mic equipment

The talk that Mark Tearle showcased some of the failings of the equipment
that we as ucc provide to the speakers that the education representatives
wish to address. Two pieces of equipment that have been suggested is a mic,
both to take advantage of the gain that our speakers can provide and in
future to allow recording of the talks, and a presenter to allow the
speaker control their presentation more easily and fluidly.

The committee has budgeted $120 for these pieces of equipment and the
education representatives suggested the below options. However some have
put forward that they would prefer different designs and utilities required
of the equipment. As such we are opening up this topic to any suggestions
or requirements that any at tech@ feel are better alternatives.
