[tech] Hosting academic torrents

I wouldn't mind us doing stuff like this once we get our new filserver up and running.
My one thought on this is, will IS like us doing this? We should really make sure they won't get annoyed at us for torrenting all the time.

We do have a lot of bandwidth that we don't do an awful lot with, how would people feel about spinning up a server that seeded this data semi-automatically?
