[tech] UCC website 503ing

I set up the UCC website to return 503 errors rather than 404 while 
/services is offline. It's done by a .htaccess file in Mussel's 
/services/http (which is usually hidden when the NFS is mounted over the 
top), and by an entry in /etc/apache2/sites-enabled/others for the wiki. 
Look for the 503 line to turn it off.
