Let's make it so!

If we decommission meito and mermaid (offload its tasks onto the more
capable mussel), that leaves only mooneye in the short rack. Mooneye
could probably be moved to the northern rack (and at some point we
should look at upgrading to something built this millennium). We could
then run colos in the short rack or on the desk (we don't "really" have
that much colo kit at the moment from memory).
