I've been pondering many different methods of gaining access to UCC
via WAIX but they all revolve around a tunnel to insure the traffic
is _always free_.

[1] Yes, when aarnet3 comes out and somehow the pricing structure for
    departments changes. There's no guarantee on the latter.
