Dodgy network, most likely. I believe it goes via a dodgy and
recently-fiddled-with piece of coax, past morwong to the DEMPR, then a
tranceiver to the switch. It has been much worse previously, but
remember that a single lost frame will cause the boot to fail.
If we installed the MOPd from the Tru64 layered products, we could
simplify this to: decserver <-> morwong
