[committee] College use of UCC Server

Hi Colin, Kieran, and Ash

There is now an IRC channel #game-server for UCC and College reps to 
discuss this, and arrange any meetings necessary.

IRC is basically a chat service (like MSN, or DC Hub).
To join the channel, you will need to connect to the UCC's IRC server; 
irc.ucc.asn.au. Then join the channel #game-server.

Many clients are available for IRC; a popular one for windows is
